Group Board Members

Jon Barber

Jon is currently an Associate Director with a local NHS Trust where he is responsible for the transformation of hospital services, as well for developing new health and social care models of care across Norfolk and Waveney.

Prior to his current role, Jon occupied a number of senior management roles in both local and national Government, and he works as a public sector consultant, a role which includes working with the Council of Europe, as well as with central and local government organisations across a number of Eastern European countries.

With a proven track record of performing and delivering in a number of senior non-executive director positions, Jon is currently Chair of the Group Audit & Risk Committee and also sits on the Remuneration & Membership Committee.

Richard Hawthorn

Richard started his career in the army and, upon retiring in 1980, worked for three years in Germany before moving to the West Bank in Israel, working for a German based charity.  During this time he helped establish accommodation facilities for blind and other disabled men and women, helping them into employment.

Following his return from Germany, Richard joined Norfolk NACRO, an organisation which helps to resettle offenders, as Director. One of the key roles of this organisation was to assist clients seeking affordable housing, as well as offer them life and social skills together with vocational training.  Richard has been retired since 2005 and is a shareholder of Broadland Housing Association, as well as a member of the Group Audit & Risk Committee.

Jenny Manser – Group Chair

Jenny is an independent management consultant, primarily serving community and voluntary sector organisations. Her areas of expertise are social housing, change management and the development of community based health and social care projects.

A former director of Anglia Housing Group, she has held various executive and non- executive roles, and continues to support a variety of organisations and community groups throughout Norfolk and Suffolk.

Helen Skoyles

Helen Skoyles is a qualified housing professional and a Chartered Member of the Chartered Institute of Housing (CIHCM).   Helen has incredible knowledge of the affordable housing sector, having worked in various Local Authority and Housing Associations in the South East region, including the Flagship Housing Group. She was also previously an Independent Board Member at Wherry Housing Association.

Helen works part-time in the finance department at a large Norwich High School and is also a member of Fairhaven Primary School PTA, and a valued member of the Broadland St Benedict’s Board.

 

 

Kate Slack

Kate Slack (MA) has sat on the Board of Broadland Housing for the past five years, initially as a tenant Board member (2011-2012), before being appointed as an independent Board member back in 2012. Kate is currently studying for a PhD in Politics at the University of East Anglia where she specialises in women, motherhood, and their relationship to the state.

During her time on the Board, Kate has chaired the Funding panel (2012-2013) and also chaired the Asset Management and Maintenance panel, since 2013. She has also sat on the Housing Management panel and also attends the occasional Audit panel when possible.   Kate has a particular interest in environmental issues as well as in sustainable development in housing.

Paul Slyfield

Paul has had a very varied career working within both private industry as well as not-for-profit organisations, having worked at director level with Thussen Kraupp Mannex and more recently with NORCAS, where he was Finance Director. Paul currently runs his own accountancy services business and is an Associate member of the Charity Independent Examiners Board.  His decision to run his own business has given him an opportunity to support local social enterprises, both through his accountancy business as well as through his voluntary sector interests. Paul’s positive motivational management style, coupled with his calm personality and accountancy skills, will undoubtedly add a great deal to the Board of Broadland Housing.

Gavin Tempest

Gavin spent the first 30 years of his career working as a Police Officer, and he worked as a Chief Inspector, Head of Community Safety in Norfolk, specialising in partnership working and operations management.

Gavin has a long track record bringing together a both housing-sector specific agencies, as well as non-housing sector related community agencies, with a view to tackling broader local community issues through collaboration. He won a prestigious Home Office Tilley Award for partnership problem solving alcohol related crime and disorder, and he has been part of national and local influence on policing responses to licensing, street prostitution, and anti-social behaviour. Gavin was Project Director for the development of Neighbourhood Policing in Norfolk and has a thorough understanding of operational issues facing housing providers.
